Michael Testa, Senator of New Jersey, said that the state’s largest manufacturing investment will enhance innovation, jobs, and careers following the passage of his bipartisan bill. His remarks were made on X.

“The Legislature passed my bipartisan bill—NJ’s largest-ever investment in manufacturing,” said Testa. “$500M in tax credits. Innovation. Good-paying jobs.”

New Jersey’s new manufacturing investment bill, signed in June 2025, allocates $500 million in tax credits and grants to bolster advanced manufacturing, supply chain resilience, and job creation. According to NJ Spotlight News, the bill passed with strong bipartisan support after hearings on supply chain disruptions and the state’s need for high-tech sector growth.

According to New Jersey’s legislative analysis, the $500 million investment is projected to create over 8,000 manufacturing jobs and attract an estimated $1.5 billion in private investment. It will offer tax credits for facility upgrades and workforce training over the next five years, strengthening the state’s manufacturing base.

As reported by the National Association of Manufacturers, this initiative represents New Jersey’s largest state-led manufacturing stimulus in a decade. It is comparable to recent manufacturing packages in Ohio and Texas but smaller than the federal CHIPS Act’s $50 billion for national semiconductor supply chain expansion.

Testa is a Republican state senator for New Jersey’s 1st District and has served since 2019. He is recognized for advocating business-friendly reforms, economic revitalization, and manufacturing incentives while serving on the Economic Growth and Budget committees, according to Ballotpedia.
